He shared a draft of his reply with the cabinet during their meeting on Sunday morning, June 28. The main news of the meeting was a change in command of the Army of the Potomac. Pulling a telegram from his pocket, Lincoln said it was the resignation of Joseph Hooker, the most recent general to fail. Orders had already gone out to replace him with General George Meade, who had to immediately take charge of chasing Lee’s army, which was launching a second invasion of the North, crossing Maryland into Pennsylvania. Within three days the armies would collide at Gettysburg.

But before telling the cabinet of this momentous change, Lincoln read aloud his answer to the Democratic delegation. Welles gave a review to his diary: “Save giving too much notoriety and consequence to a graceless traitor who loves notoriety and office, and making factious party men who are using him for the meanest purposes that could influence men in such a crisis conspicuous, the letter is well enough, and well conceived.” Lincoln made an astonishing offer: He proposed to allow Vallandigham back into the Union. All Lincoln wanted was for Pendleton’s committee to sign their names to a paper admitting some facts:
